Rowland was a missionary whose “field comprises the Village of Fredericksburg, township of Midleton, Talbot District, Canada West.” That’s a quote from his 1847 letter giving a detailed report of his work for the quarter. The second briefer letter is undated but also relates to his work.

He is primarily checking on a woman who was a former member of his church but now lives in Lowell. She wants to be readmitted to his church and he is asking for information about her behavior in Lowell. Also, “It is rather a low time among us in Religion.”
